Clicking on the Refresh doesn't help.
I suspect that this error to blame Compiz. I remembered that had a similar problem without cairo-dock (with standart Gnome pager applet after installing Compiz).

I can confirm that kind of behaviour on Ubuntu 10.04 amd64 desktop with Cairo Dock 2.2.0-4 compact view.
Compiz: 0.8.4
I had no problem with that, when using Cairo Dock 2.1.4-10.
It seems to be that Cairo Dock does not recognize the third workspace. When you use the Gnome switcher applet to remove or add workspaces, you can reproduce the following situation:
- Starting with 4 workspaces on Gnome switcher applet will show only three of them all in one column on Cairo switcher.
- Reducing to three workspaces through Gnome switcher will reduce to two workspaces on Cairo switcher.
- Reducing to two workspaces on Gnome switcher will still show two workspaces on Cairo switcher.
- Reducing to one workspace on Gnome switcher will reduce to one on Cairo.
Doing it backwards:
- Adding a second workspace on Gnome will add a second on Cairo.
- Adding a third on Gnome will nothing on Cairo.
- Adding a fourth on Gnome will add a third on Cairo (same column).
- Adding a fifth on Gnome will add nothing on Cairo (still three in one column)
- Adding a sixth on Gnome will add a complete second column with three workspaces, so you will see six workspaces in two columns.
I did try to uninstall cairo completly, doing a restart and reinstalling it. But that did not fix the problem.
