Yes, it's maybe not so "simple": open the advanced mode of the config panel and disable these modules: icon-effects, animated icons and illusion.

None of the above worked out for me to get rid of hover animation on a Mint 18.2 vmware virtual machine.
Fortunately the following did.

/home/<username>/.config/cairo-dock/current_theme/cairo-dock.conf :

#f+[1;5] Maximum zoom of icons :
#{set to 1 if you don't want icons to zoom when you hover over them.}
zoom max=1.75

}} Setting "zoom max" to "1"(no quotes) indeed did away with hover animation at last.
