I am trying to create a bookmarks type sub bar to control firefox. Tried to set up launchers as:

firefox http://www.bbc.co.uk/news
firefox http://forum.mandriva.com

But it doesn't work, the first launch is fine, but the second and subsequent launches just minimise/maximise firefox. Is this possible?

Mandriva 2010.rc2 KDE4.3.2

No
Simply because CD check windows' class and Firefox has the same class for all its windows, tabs, etc.

You could try to press Shift before clicking the subsequent launcher

ie the first one you click and all the other you press shift then you click it

it IS possible !
just edit your launchers, go to extra parameters, then chek the option "don't still the taskbar icon" or something like that.
alternatively, you could also enter a dummy class (like "xyz") so that the dock can't bind your launcher to the appli.

Just set up the launcher-command like this:

firefox -new-tab http://www.bbc.co.uk/news -> if you want your bookmark to open in a new tab
firefox -new-window http://forum.mandriva.com -> if you want it to open in a new window
