I have been using Cairo on Ubuntu 16.04 on the same system with no issues. After a clean install of 17.04 Cairo starts but it is not working correctly. The dock is not on the bottom and I can not see it on the screen the only part that tells me that it is running is that I can see the Window changer which is not part of the main Dock on top left of the screen. I started it in terminal here are the results:

~$ cairo-dock
warning : (/build/buildd/cairo-dock-3.4.1/src/implementations/cairo-dock-egl.c:gldi_register_egl_backend:232)
Cairo-Dock was not built with EGL support
warning : (/build/buildd/cairo-dock-3.4.1/src/implementations/cairo-dock-glx.c:_initialize_opengl_backend:129)
couldn't find an appropriate visual, trying to get one without Stencil buffer
(it may cause some little deterioration in the rendering) ...
Gtk-Message: GtkDialog mapped without a transient parent. This is discouraged.

    Running with OpenGL: 1
